I am looking for the 1997 strategy board game "Monster Master" by "O.T.T. Software" also known as "Monster Master: The 13th Chair" or "Monster Master: Die 13. Kammer"
I searched for the game in the Old games archives but they have removed it completely

Game Overview: Monster Master
Genre: 3D Turn-based Strategy / Board Game.
Characters: You chose from a roster of classic horror monsters, including Dracula, Frankenstein's Monster, a Werewolf, and a Mummy.
The Goal: Players moved around a 3D town map trying to "capture" or control buildings. The player who controlled the most of the town (or achieved a certain score) would win.
Building Mechanics: This matches your memory perfectly. Each building had a unique interaction with the monsters:
The Hospital: As you noted, this was a strategic tile. For Dracula, it provided an endless blood supply (acting as a health or power boost). However, if Frankenstein entered it, he would be subjected to a brain surgery (which acted as a handicap or "lobotomy" effect that hindered him).
The Laboratory: Usually a benefit for Frankenstein but could be a hazard for others.
The Graveyard: Often served as a "home base" or spawning point for certain undead characters.

I can't find any mention of a 90s game or a developer by those names on Mobygames or anywhere else.
The closest thing seems to be this, but it's from 1988 https://www.mobygames.com/game/15756/master-of-monsters/

Judging by these comments, this text seems to be AI-generated.
This begs the question: are you sure your chatbot didn't just hallucinate a game?
Do you have any other evidence that it exists?

I was wondering... 🤣

There are many games with "Monster Master" in, or close to, the name.

"The 13th Chair" is a 1929 film with Bela Lugosi, but has nothing to do with Dracula or monsters.

"Die 13 Kammer" is German and translates to "The 13th Chamber", and that leads to a whole rabbit hole of similar games, none matching the criteria given.

If it's not AI, perhaps it's some obscure German "bundle" game from the 90's. So many short-lived software companies came and went back then. I can't find anything on OTT either, but that doesn't shock me.

I stated that it disappeared from the internet😓
O.T.T. Software and their publisher Puzzledream (an imprint of Doka Media) were part of the "Budget Software" or "Shovelware" market in Europe. They produced a large volume of games very quickly to be sold in grocery stores, gas stations, and bundle packs (like "100 Games on 1 CD").
Because these games were cheap to buy, they weren't seen as "precious" by collectors.
Once the company moved on to the next project, they stopped supporting the old code entirely.
When the internet began archiving games in the early 2000s, many "budget" titles were ignored. By the time serious preservationists started looking for it, the official websites were long gone, and the servers for the developers had been wiped.

I'm going to take a shot in the dark and see if it's "Hollywood Monsters".

https://en.wikipedia.org/wiki/Hollywood ... ideo_game)

It's the right year, 1997, has the right characters, but it's a graphic adventure. I doubt this is the one, but I figured I'd try. 😀
