The ESCD update in a bios actually writes to a small part of the bios eeprom, if the eeprom is of unknown type or bad it cannot write/update ESCD proper.
My guess is that your 2Mb rom chip is unknown to the ESCD flash part inside the bios code. Based on the ECS archive the board used Award Flash 6.6 which supported only these chips (internal code):

If you use a chip not listed then there will be issues....
NOTE: the bios internal ESCD flasher may have a much more limited eeprom support list, I did not extract one...

I replaced the bios chip with W29C020C it worked better but i cannot change cl3 to cl2 on ram settings. I will look for another motherboard with 2mbit bios chip to found out the actual chip
