For what platform/time period? Most XP/2000 games will run across different language OSs if you configure fonts/region correctly. I played a lot of JP games from dlsite.com on English Windows and I've only encountered one that refuses to display right. The DLsite UI doesn't have an option to search for XP games anymore, but last time I checked you can manually edit the URL of the search and put 'WXP' as the OS and it will work.

Older games are more likely to need native hardware/OS or emulation to run.

I have a lot of obvious answers with good japan games that feel like common knowledge, so I'll just think hard about the south korean ones (that aren't single screen platformers):

Baryon
Electronic Popple
Pee & Gity Special
Zyclunt\Blade Warrior
Spark Man
Best of Best
The Destroyer from Jail

Not really sure what systems or how old you want to go, but for Windows PC, I highly recommend Galaxy Angel. The original trilogy has English translation patches available, and they are really fun games.

CM-64, CM-500, SC-55MkII, SC-88 Pro, SY22, TG100, MU2000EX, PLG100-SG, PLG150-DR, PLG150-AN, SG01k, NS5R, GZ-50M, SN-U110-07, SN-U110-10, Pocket Studio 5, DreamBlaster S2, X2, McFly, E-Wave, QWave, CrystalBlaster C2, Yucatan FX, BeepBlaster, SuperOctet!

DOS?

Sango Fighters 1 and 2, The Journey to the West, etc all panda games

The unlicenced IBM Street Fighter 2, nice!

All adult games, like metal lance, Return Xentar, Cobra mission, Marble Cooking, some of JAST like Season of the Sakura , 3 sisters

Some RPG, like YS, Zeliard

Great shotting game, Silpheed

In fact, there is a LOT of Japanese games, almost all arcade ports are from japan, like Operation Wolf, Volfield, etc

Graphic is very interessing (16 color 640 line , but it looks more like more than 16 colour)
flame zapper is interessing

(Works fine on my PC9821CX2 with modified 486SX CPU Adapter (for 9821CE ))

It's impossible to answer this question. It's like asking, "what are some good American movies." What genres do you like? What games have you already played? Otherwise, people will just start listing their favorites without any context.
