The porting of this game works very poorly on Windows, with continuous and random fps drops. I tried everything, and the only solution I found to fix it was to use dxvk + vkd3d. In most cases, it now works well, but sometimes there can still be an fps drop. In addition, there is another problem: with this solution, you cannot see the initial video because, from what I have read online, the game uses DX12, while the video uses DX11. Finally, settings such as Antialias in the video card settings are not read at all. So my request was whether it was possible to make dgvoodoo compatible with this 64-bit game, because when I go to the x64 folder, I only find d3d9.dll.

If I get it right, this is a dx11 game.
dgVoodoo has no dx11 frontend implementation.

No, only the video uses DirectX 11; the rest of the game uses DirectX 12.

dgVoodoo can make DX1-9 calls into 10, 11, or 12 for compatibility on newer systems. It doesn't do anything with DX10 or newer. DXVLK isn't not dgVoodoo.
