With this system I can understand the swap ..I too would be very cautious about using a unproven or even a proven AT PSU with such rare parts, at least this way the PSU internals are new.
Hence It's always important to test the voltages before you do anything!

new != better
In power supply terms, new is almost always better. Provided you aren't buying CHEAP new stuff.
The OVP/OCP on new supplies is light-years ahead of anything that was available "period correct". To say nothing of efficiency and voltage regulation.

Back around 1997 I used a HP Vectra mini tower computer with a single Pentium pro CPU.
I don’t think it was the 200mhz version but maybe 166mhz.
Anyways I think it had a matrox video card, 3com network card, HP dat tape drive
32mb ram, 2gb scsi hard drive. CDROM,
Adaptec scsi controller.
It ran Windows NT 3.5.1
Office 97
Lotus office
Netscape
Outlook email
It was pretty reliable. I only remember it crashing a few times with blue screen
Probably crashing to many times as by today’s standards .
But it worked for Me.
I used it for office productivity apps and printing large pdf documents mostly.
And Microsoft access database.

No it doesn't but I'm going to assume OP has a good understanding of how to test the new internals to verify they are mint and good to use, now one could make the claim that an old AT PSU can also be verified but I pose that the PSU even if its within tolerance is now over 20 years old and is far more prone to dying and taking valuable components with it.
Personally I buy new AT PSUs from a trusted brand to use in my builds, even if I need to use a ATX to AT convertor, 20 year old AT PSUs are one of the few things I do not trust with rare part builds even if they are tested within tolerances and have correct voltages.
The parts are vintage and hard to replace so why take the risk even if its a small one.

For the life of me, I couldn’t get the fancy SCSI card not to have an IRQ conflict with the graphics card, so the system’s been reduced to this for now!
The Dynamic Pictures Oxygen 202 seems to assume the IRQ of whatever card is adjacent to it!!! I moved it around and found this!? So hopefully the IRQ can be sorted out properly when I get another graphics card to work in the machine.

This is as far as I can go for now, as I currently have no spare drives to use in it. I’m extremely happy that it’s booting to BIOS.
The next thing I will do when the time comes is a BIOS update!
This is the era of hardware irq lines on the pci bus. Have you tried to swap around the scsi/vga card? Its one of those things you dont know to try unless you've been there.

Yeah maybe a "Not all PCI slots can use all IRQs" issue. So can move to a different PCI to give it different ones to choose from.
Unicorn herding operations are proceeding, but all the totes of hens teeth and barrels of rocking horse poop give them plenty of hiding spots.
