Hey guys. I'm trying to get USS Ticonderoga to work on DOSBOX, but everytime I load the damn thing, I get a 'resource' and a 'memory' error. I've mounted the disk in both virtual and physical forms and I just get this;

Now, what the hell is that about?

The game works fine here, although I also have the memory detection failure.

While I don't understand the resource-file problem you have, I can tell you the cause of the reported memory issue.
The game's bat file (tico.bat) does a

c:\dos\mem > testmem

and then runs the game executable to check if the output of the mem command was ok (talk about a crappy implementation). DOSBox does not have a mem.exe in c:\dos, and is does not output in exactly the same format as ms-dos, so the memory detection fails.
Using the real mem.exe from ms-dos 6.22 in the game folder, and adjusting the batch file to include

set dos 6 22
mem > testmem

makes the memory detection work correctly.
