I recently set up a rig for Windows 98 SE with a Quadro 4 980 XGL. This goes into a Retrotink 4K then into a 4K monitor, with a couple of HDMI switches in between. For some reason though, it will not output 1600x1200 over DVI (converted to HDMI with a passive adapter) . It will do 1280x1024, and a few resolutions all the way up to 1920x1080, but skips over 1600x1200. When I try to enter the resolution manually through the Nvidia control panel, it refuses to add it. I've tried this on driver versions 45.23 and 81.98.

I don't think it's a bandwidth issue, since it can do 1080p which uses even more bandwidth, and my XP rig with an R9 280X sends 1600x1200 via HDMI through the same setup without issues. It does work over VGA, so it's not a showstopper or anything, but I would like to run it through DVI so that I can have it connected to an HDMI switch instead of having to swap over the VGA cable every time. Normally the VGA input on my Retrotink is normally connected to another console.

Is this normal for the 980 XGL? Or am I doing something wrong?

Standard 1600x1200@60Hz uses a 162MHz pixel clock while 1920x1080@60Hz uses 148.5MHz. It could be bumping up against a 150MHz limit.

I think it could be some EDID related issue.
In the past I ran 1600x1200 over DVI on GF4 Ti4600 (which is more or less the same as your 980 XGL) and everything went smooth. In fact all cards equipped with Sil164CT64 can run 1600x1200... including very old ones like Voodoo4/5.

Turns out it indeed was EDID.

I looked into EDID-related things for the Retrotink 4K, andstumbled upon PhilsComputerLab's review. He covered the same issue I was having, and provided a custom EDID file for 1600x1200. After using the EDID file, I can now set 1600x1200 over DVI. Unfortunately it kind of messes with other consoles I have set up for the Retrotink, so I'll have to copy/delete the EDID file as needed (or maybe use a second SD card) instead of just being able to set it once and use it for everything. But at least I have a path forward now.

Thanks!
