Why is that for? There are many wonderful and interesting games, which we can play multiple times again and again even if they too old for modern graphic standarts. Frequently, new games are nothing more than good looking image, ignoring technological progress also not a reaso. Solution is simple, just make better graphics for lovely games. Most of the game mods changes games style and feeling, also not all the games allows modding. I think that the best way to implement effects of next-gen games from consoles, don't You think they looks different? Unfortunately, that's not enough, the game itself is limited by design and effects and can't be photorealistic (with exceptions of course), so some modded by ENBSeries games looks ugly, another - perfect.
What the mod capable of? The main reason for this project is to simulate global illumination (occlusion, indirect lightning as parts of it) for more realistic looks of objects in games. Many games from next-gen consoles already use these effects, on personal computers one of the most famous game Crysis from Crytek also use ambient occlusion. How to see this algorithm in action? Look for nearest objects to each other, shadowing and color transfering appears beetwen them. There are several more changes by ENBSeries, game specific, f.e. GTA San Andreas version include reflection for vehicles and bloom with time adaptation.
