I'm having the same problems with both games.
1. They run painfully slow
2. The screens are often blacked out. I can "erase" the black with the cursor usually, but only on parts where there is a cursor.

Describe how you installed them, how you set up DosBox and what kind of system you are on (specs too)
I installed them by extracting from a .rar file to a folder in my "dosgames" directory. The directory is mounted as c, with the different games as folders within it, if that's what you meant. My machine is definitely old, HP Pavilion N5470 laptop, not sure about exact specs, but most dosbox games run fine.
Also if it helps, I edited my dos-box.conf file with the suggestions from How to speed up DOSBox (by robertmo and mirekluza), specifically #2.

Hey, new question same game. Jagged Alliance is running fine, but there's no sound, and I can't turn it on in the options menu(the switch is grey). Do I need the CD ISO for sound, or is there some way to get it without that? If not, is there any way to tell which sector is being attacked without a voice over?

Seeing that Jagged Alliance was released for the Nintendo DS this year, and since I see no indication that the original Jagged Alliance for MS-DOS was ever released for free, I very much doubt that whatever you "installed" by extracting it from a RAR-file is a legitimate copy of the game.
Since you are using an illegal copy I suggest you take your questions to the place you obtained it. Experience tells me, that your problem is not caused by a problem with DOSBox, but with how the copy was made.
The question you need to ask yourself now is this:
Is my time spent in getting this illegal copy to work in DOSBox worth more to me, than the costs of buying a legally licensed copy of the game on eBay, Amazon or some other reputable site?

TES: Arena was released for free and it even came with a nice installation guide. Following that instead of using an obscure RAR file of unknown origin, might prove useful in getting sound.
