Yeap, it's for the extra 1mb it can get. It's handy to get a card with those chips on, because they can fit to any card with those sockets.

I dont have any vintage computer stuff yet. So it couldnt be me.

I don't really get why it's noteworthy enough for a thread about it... it's a completely average card at a completely average price. The only thing remotely special about it is that it's supposedly NOS, which also includes the fact that it's never been tested to make sure it works.
