After some monkeying around I have moo2 looking pretty good (not stretched) by using opengl, desktop resolution and aspect.

Problem is a couple parts of the game seem sped up. It is very pronounced on the tech screen, but not a big deal there, the real problem is combat is so fast I can't see my enemies moves or my own damage.

Limiting the cpu cycles only seems to introduce lag between hyperspeed. changing cpu core or type seems to have no effect at all.

Is there some setting or something I missed that may help to lock my emulation at the intended speed?

Hardware specs available if needed, but I doubt they are relevent considering. 0.74 dosbox.
