I've been looking all over the place for a program that will simply allow me to splice video clips together and add title cards, since Windows Movie Maker is borked on my machine, and programs like Virtualdub seem to lack this functionality. I just want something free and simple; I don't see any reason to buy a full-fledged video editing suite just for one trivial little feature. 🤣

There isn't (at least not that I know) anything free that does what you're after.

Movie editing seems to be an area that for some reason open source hasn't touched yet 😀

Movie Maker has been mentioned already. If you have a Mac they come with movie editing software as well. Otherwise you need to pay, Cyberlink PowerDirector, Adobe Premiere Elements and many other packages can be quite cheap when on special or if you get a discount code.

Just curious, but how much would I expect to pay for a used Mac Mini, nothing recent, but just something that I could use to screw around with OSX?

It's got to be out there somewhere. http://www.mdgx.com/xptoy.htm#MM2 says it is installed with Service Pack 2.

Also, I think I've seen some way of doing that in VirtualDub, but the details escape me. Maybe VirtualDubMod?

How about creating the title card (still frame) in a graphics editor of choice, and then using AviSynth in combination with VirtualDub to do preview and encoding? Unless I misunderstand what a title card is, this should work like a charm. What this isn't suited for is to overlay logos or text, even stationary, onto video.
