I understand dosbox turbo is the de-facto standard for running dos games on android, but any dos application that uses the COM1 port doesn't work.

Especially after Google introduced the the Accessory Development Kit, the idea of interfacing Android to an rs-232 device (like an Arduino) is nothing new.. with several ways of doing it

So I guess my question is, on the surface there doesn't seem to be a technical reason why dosbox couldn't emulate an rs-232 application on android, but is there? Or is there a such a project already in the works.. one that's looking for people to help code?

The Android port of DOSBox is already an unofficial port and no one here has much to do with it. You should ask on forums where DOSBox Turbo is supported.

The standard line here is that DOSBox is primarily for games and support for non-gaming applications that use the serial port is limited.
