SimTower is a 16-bit Windows game. 16-bit Windows programs cannot run in 64-bit versions of Windows without some form of virtualization.
If you have Windows 7 Pro or Ultimate, it might be easiest to use XP Mode. Otherwise, you can use VMware or Virtual PC in conjunction with an older version of Windows. DOSBox can also be used to run Windows 3.x.
Alternatively, you can purchase a copy of Yoot Tower instead. That is the official sequel to SimTower, but because it is 32-bit (I think), it should run under Windows 7 64-bit.
SimTower ran best under XP Mode (Windows 7) when I tried to get this game running earlier. VMware slowed the game down when the tower got really big.
