For Windows 98SE, just do a search on ebay (drats that awful search feature of ebay, torch it!) and some will probably come up.
DOS 7.1 is basically a Windows 98 stripped of it's GUI and was never released as a standalone OS. If you find it on ebay, then it's probably illegal.
I haven't a clue about the IBM stuff. Personally I just stick with any nice clone case that manages to find it's way into my house 🤣
The PSU you could buy locally (just get a new one in a computershop near you somewhere), no need to find one on ebay.
I'm not sure if the unofficial service pack for 98SE contains all the updates. Iirc it started out that way, but the creators of the unofficial service pack for Windows 98SE have later started to include all kinds of improvements (though mainly improvements that aid in running 98SE on a more modern rig I think).
If you want to find the 2 specific motherboards, then just do a simple ebay search and see if anyone has one for sale for a price of your liking 😀
After you find them on ebay, feel free to post the links here so I can check out if anything might be a problem (like bulging caps or extreme shipping costs).
And about the floppy cable, you could either just use any standard floppy cable you happen to already have or just buy one on ebay. I'll assume you're not going to use one of the 5.25in floppy drives, so any modern floppy cable will do.
