After seeing the thread title i tried to use my psychic powers to uncover the name of the game sadly they didn't work so I decided to try again after reading the first post and low and behold I had a vision of TOCA 2.
Upon discovering the problem was windows related I turned to my psychic powers to discover the version of windows the user was running but once again the magic deserted me.
Hopefully if I have a rest then I may be blessed with another vision and I will be able to help the poster.

yes, the problem is that is for the loading screen, not getting the installer to work 😒

Yes, every time

I don't know if it might be the same problem, but the LSL7 Windows installer would hang without painting the window on launch on XP and higher. There was a tool someone made to force a window of selected processes. Once the installer window was forced it would proceed as normal.
