A lot of it is obvious.

Spammers post in order to get visibility for their links. So the removal effort is concentrated on where they would get the most exposure.

I don't think it's usually a matter of targeting, they just throw it out randomly at any place they trip over.
If it was targeting it would at least be somewhat related to the site topic and it usually isn't.

Well, even if it was a robot or something, somebody had to program it. I guess enough people click on those things and see ads (maybe) that someone out there makes money on it. Good thing we have an automatic army of anti-spam people! 😉
