Your best bet for IDing old maimboards is to go to http://stason.org/TULARC/pc/motherboards/index.html , select the category (286/386/486) and look over ALL listed mainboards for one that matches your boar's layout. You can confirm that is your board if the layout, chipset and BIOS are the same.
I looked through their entire listing of 486 boards last night, that layout seems to not exist anywhere on the planet. Maybe it's a
"One of a kind".
Atari 2600, TI994a, Vic20, c64, ZX Spectrum 128, Amstrad CPC464, Atari 65XE, Commodore Plus/4, Amiga 500
PC's from XT 8088, 486, Pentium MMX, K6, Athlon, P3, P4, 775, to current Ryzen 5600x.
Your board is missing BIOS, Keyboard controller and some 2 small ICs that it might not even need. You can find the correct BIOS chip and dump, getting the right keyboard controller is a challenge. I don't thik this board is worth it.
I have all chips, I have just disassemble them for cleaning.
Bios is Phoenix MB 486 PCI 1993, when I have dump it I got this strings

@arteq, can you please send me that bios dump zipped (or attach it here) so I can try and disect into something more readable?
In the mean time I'll try and hunt down it's ID from the picture...
