Whenever I use my SB0090 SB Audigy for EAX or any hardware sound in Blood II: The Chosen, the game stutters. Does anyone else have this issue? Is there a fix for it?

try changing pci latency in the bios see if that helps

No option to do so in the BIOS.

I think the card is messed up, sadly. Trying to update its drivers result in a system freeze when detecting the card.
