Sounds like it could be the board as it sounds like it is coming from the pc speaker, I got a board that went faulty that has that issue. Sad because it was a Tyan dual socket 370 board 🙁

Its from the PC Speaker, but i'm starting to think that maybe is PSU fault, just to be sure i will try it with another PSU, otherwise i will try to recap the board and change some regulators.

Yeah, try another PSU before anything else. The more concerning sound to me is a high pitched whistle, it's hard to tell in the video though if that isn't from some other source in the room, could just be the cathode inverter in your monitor which would be fairly normal, but if it is coming from the computer's PSU it probably isn't a good sign.

Indeed this issue was being caused by a faulty PSU.
The high pitched whistle was coming from the PSU and when i replaced with another PSU in good shape it worked perfectly.
Maybe later i will disassembly the faulty psu and i will see what went wrong with it.
