Windows 7 64 Bit doesn't seem to be compatible with Arena and Daggerfall. They are hosted by Bethesda and free to download.
Does anyone know if there is a way to play these on a 64 bit OS or do you need a 32 bit OS?

They work fine here as they use DOSBox. Any error?
The versions from the Elder Scrolls Anthology release a couple years back use DOSBox, but the versions freely available on Bethesda's website are just raw files without DOSBox. You'll need to get DOSBox and run it with that.

I suggest to use PCEm 10.1 as it runs Arena much better (for daggerfall I don't know). No need to play with the cycles and feeling is much more like playing the real thing.

Another option: I just bought Return to Castle Wolfenstein for 50% off on GOG and they added Arena and Daggerfall to my account. So if you don't want to mess with getting it configured yourself in DOSBox, this is another way. Not sure what other games GOG might do this with...
edit: turns out they are having a Bethesda sale. I didn't buy the whole lot, (which would've netted a bigger discount), I just got RTCW for 50% off. There are other Bethesda games on sale, so I'm guessing any of those would get you Arena and Daggerfall for free in a ready-to-play .exe.

There's a thread on the GOG forums that suggests using packages called "daggerfallsetup" and "arenasetup" as an alternative.
