Completely lost on programming 28C64 EEPROM

Probably the wrong forum, but it's (tangentially) vintage computer related...

I've built one of Sergey's combo floppy disk/serial 8-bit cards and it uses an Atmel 28C64 eeprom to store the bios.

I have yet to find a single programmer that lists this chip as a "supported" device except one that was $800.

Any pointers on how to go about this? Should I be worried about finding this specific chip listed in a compatibility matrix, or does it fall under a certain type/class of chip that might be compatible?

I think that Willem programmer can do it. It is cheap, but temperamental.

I have traveled across the universe and through the years to find Her.
Sometimes going all the way is just a start...

Willem programmers on amazon/ebay are generally >$100.

Is that about as cheap as they get?

Ah I found a serial willem programmer for $29, and it supports the 28C64.

A <$3 CH341A programmer can program them.

All the CH341A programmers I see only have 16 pin sockets?

The 28C64 is a DIP28?
