Can you replicate the beeps at all?

Do you press the power button after yanking the power to be sure that all of the capacitors are discharged?

There's a similar thing which happens with my very old Toshiba laptop. I don't have a battery in it as the battery for it has long since died, and in that state, if I use it for awhile, turn it off, and unplug it, then wait... VERY slowly the light to indicate being plugged in will start to glow. Pushing the power button does nothing since there's no power. If I plug it in then unplug it without turning it on, this effect goes away and doesn't come back.

I doubt what you experienced was random power triggering the case intrusion circuit because those things are freaking loud and obnoxious so it was likely random power triggering something else.

The system does not have a power button at this point in time. But the PSU has bleeders and after sitting unplug for about 1 hour you'd think all power would be drained

The VGA cable was plugged in, but the monitor was both off and unplugged.

Well apparently something held a charge long enough for that to happen, I would check the psu.

I was thinking some how the cmos/bios battery? But I don't know.

I really doubt that the cmos could do that on its own, there must be a cap holding a charge somewhere and likely in the psu. Sure that it wasn't another system else where in the room?

Not another system. It's the only one I have with a system speaker in the room.
I tested the psu and the bleeders seem to be working.
But I might want to check the caps on the mobo. There are some big caps on the mobo.

All jokes aside anyone have and idea what the beeps might be? Like what post code or whatever it's called?

Jade Falcon : what is the bios manufacturer ? Your "beep twice - short pause - beep twice again" is quite confusing, does there is 4 short beep then a pause ? Do you mean 2 beep then a pause ?

Just so you know, devices and components in general can carry beepers specifically to alert to things they can't normally alert to. It's not common, but not impossible, so you may've been hearing something which has a beeper which you didn't even realize had one. :o

Nothing else in the room would have a beeper and I was right next to the pc when it happened.

As for the bios, it's award and the mobo is a asus cuv4x
