For my 486 DX4-100 build, I am using the DTC DTC2278 VLB controller card. Its sticker identifies it as a DTC2278E, but someone scribbled the "E" out with a marker.
Anyways, putting the hard drive on the primary IDE port and the floppy drive in the floppy port, it goes through the POST fine, floppy drive is detected on boot and the hard disk is detected fine with no errors. The problem is, I cannot get the system to boot from my MS-DOS 6.22 floppy disks, or even when I copied the setup files to the hard disk. The error I get is,
"Invalid system disk
Replace the disk, and then press any key"
I have tried using my authentic MS-DOS 6.0 setup disks, my homemade 6.22 setup disks, copying the 6.22 setup disks to a folder in the hard drive, and even just outright copying the files to the drive without the folder.
The hard drive works fine, no bad sectors, and I can confirm it works as I was able to transfer the setup files to it 🤣
My question is can someone help me with this problem? I'd also like to see a manual/jumper settings for the card, maybe it's an incorrect jumper setting. I don't know.

PC Chips M912 v1.7 / DX-6900 motherboard
Conner CP30254H 250MB IDE hard drive
Panasonic JU-257A606P 1.44mb 3.5 floppy drive
(5.25 floppy drive to be installed later once I am past the testing stage)
DTC DTC2278 VLB controller card
Help and/or the manual/jumper settings would be much appreciated.
