Has anyone had any luck migrating a Windows 3.1 machine from physical to virtual using DOSBox?

I can easily get it to run the DOS programs from the old machine, but if I try to run Windows 3.1, I get:

Error loading 256_62X5.DRV

Does anyone know a way to get past this? Is it because DOSBox is not loading AUTOEXEC.BAT and CONFIG.SYS?
