I would think something like that could easily be mocked up by someone who knows how to digitally edit. That seems more likely than someone getting UT99 to run in Win3.1. Although, I did find this:

Yep, that's probably UT running under Windows NT 3.51, you can totally do it 😀.
I know it runs in NT 4.0, but full screen only in software mode. OpenGL does not work, and DirectX only works in a window.

Windows NT 3.51 is very powerful, i have tinkering with it a lot, if you tweak it enough, it is basically NT 4 with the good old 3.1 interface.
And you can have even some Windows 2000 capabilities.
Windows 3.1x is a limited 16bit system, with some 32bit capabilities(Win32s) and it definetly does not run Unreal Tournament, so it is fake!
I am aroused about any X86 motherboard that has full functional ISA slot. I think i have problem. Not really into that original (Turbo) XT,286,386 and CGA/EGA stuff. So just a DOS nut.
PS. If I upload RAR, it is a 16-bit DOS RAR Version 2.50.
You can see in FIle Manger it says C:\ - NT (most likely NTFS), proving it is indeed Windows NT 3.x

Although I think that it may be NT3.51, keep in mind that Windows 9x have a line in win.ini that allows the user to change the shell (and I remember that it includes progman.exe and fileman.exe like Windows 3.x). It does not affect the UI elements (i.e.: maximixe/minimize icons, windows borders), but it wouldn't be too dificult to make a Windows 95 computer mimic Windows 3.x environment.

Unreal engine was developed in Windows NT 3.51, it makes sense UT99 would run under it.
