I have a fan that is dead and on the sticker it has:

DC 12V 0.16A im looking at a Noctua fan redux here:

and under the Noctua's specs page it says "Max input current = 0.11A" will this Noctua be ok to use in an AT power supply as the original fan was getting 0.16 amps and the max for the Noctua is 0.11 amps?

It should be fine, it uses less power than the original fan therefore the psu can provide it.

Completely the other way around of what you think about it. This number is what the fan will actually ask for, not what it can withstand.
