here's what I did to get the SQ4 speech to work.
install the game to whereever you install it to. (normally C:\SIERRA\SQ4)
and then COPY the file RESOURCE.AUD from the CD inot the SQ4 folder on your HD. the file size is 161mb but it gets the job done and with HDs nowadays you have hardly any worry over a measly 161mb. sorry if this was posted before.
You forgot to mention that the resource.cfg would need to be edited, at least it does in other sierra games. Normally it points to your cd-rom device...change the aud path to point to C:\sierra\sq4 (or wherever you put the .aud file)

i tried making the necessary change to the resource config file, but the speech is still not working.
my config files reads:

mouseDrv = STDMOUSE.DRV

audio = C:SIERRA\SQ4
the speech works fine when i run the cd-rom thru windows, but then the graphics are all messed up. so i downloaded and am running vdsm, which solved that problem. except than the speech stopped working. (and the 'dialogue' boxes whip by at super speed, despite having downloaded new rising sun's fixes. ... i'm assuming if i can get the speech to run, it will solve that problem, too? since if it states what's on the screen it will naturally take longer to get it all out).
sorry for the lame post - i've been searching and searching and downloading and downloading on all the forums i could find, but i haven't much success.

Depending on what you mount as your c: drive, DOSBox might see a different path. Change the "audio=C:SIERRA\SQ4" line to "audio=.\"
