I've just spent a few hours searching around and I've compiled a list of what I've found so far.
My criteria are:
- Must load without HTTPS or any security requirements that old browsers cannot fulfill
- Must render properly in Netscape 3.04 / IE 3.0 or above
- Images display properly
- If there are any download links, they work and preferably are hosted locally
If any of these criteria are not fulfilled or imperfectly fulfilled then I dock points on the rating.
