I believe that in order to be able to send PMs you need to participate more. I do not know how to quantify "more" but I think your problem is that you only have 11 posts.

It's correct that you need to have a certain amount of posts to send PMs. Previously there have been incidents were spammers/attackers sent PMs to other members with provocative content and this rule was implemented to stop that.
I do think you should be able to reply to a PM if you have received one, I'll ask Qbix if that is possible to implement.

More or less, the thing is to post messages, it should unlock after a certain amount (I have no idea which..), but remember, always prefer quality over quantity when it comes to messaging.
