You have a lot more options if you drop the low profile requirement. The GT 740 or 730 are the best you can do. According to the UserBase benchmarks, the GT 730 is roughly 30% faster than a 8800gt, with a GT 740 being about twice as fast. For AMD, the 6450 is about the same speed as an 8800gt.
If you take away the low profile requirement, the GTX 750 is rather fast and requires no external power. There are rare models of GTX 750ti and HD 5770 (and similar) GPUs from AMD that are rather fast and did exist in low profile variants, albeit with external power.
For period correctness, you would be look at a 9500gt or HD 4670, both of which are significantly slower than the 8800gt.

i compared online a 8800gt with a hd6450 and all sites mention the ati is far more slower. you sure its 6450?
Well it isn't a great card no. It is slower in many synthetic benchmarks by a lot. You will be hard pressed to find a proper review of the 6450 with something equivalent to an 8800gt on the same axis.
Based on user benches on GPU boss, it performs at most 10% better than an 8800gt at 1080p on League of Legends, CS GO, and GTA V, for what that it is worth. Honestly I have no idea how most of these low end cards will perform in XP era games. They aren't benchmarks or reviewed very often.

A lot of cards faster than a 9800gt existed in low profile, but the issue isn't whether or not they existed, but whether or not you can find one, and if it is worth the money.
My recommendation is a GTX 750 ti. It is well reviewed and very fast. There are some up for auction around the 100$ range, and it will perform the best by far.
Of course, a GTS 250 is literally a supper charged 8800gt and you can find them easily for 20$. An HD 4850 has identical performance to a GTS 250 is also period appropriate. 20$. I know you are committed to a low profile unpowered build, but it does really limit your options.
