I don't think it's a POST card, but rather an interface card for some sort of measuring equipment. Board is marked SK-33 OPTEL OPOLE. http://www.optel.opole.pl/

It's a universal I/O-card for interfacing digital stuff to your PC.
You can use it f.e. controlling miniature trains, house automation, electronic lab projects etc.
First, you have to find out the pinout of the ports, maybe draw a schematic.
Then you need to find out the IO-ports the card is listening.
After that you can simply in / out in asm to the specifiv port to do what you like.
Ah, I see. I thought it was an old BIOS test card.
I need to get an ISA one... So many half-dead motherboards around my place that need a diagnostic card.

ISA diagnostic / POST cards seem pretty common and cheap on ebay. I haven't tested them (certainly not all of them) though.
