I have dome boards I want to troubleshoot and need a test card. Are either of these good or just useless Chinese junk?

No idea, but if they're priced as regular Chinese junk, go for it and see. Worst-case you have a few nice LEDs to cannibalize for other projects, best-case they actually do the job.
