I'm trying to make this card to work with Win98 SE but no luck yet. There is no resource conflict too.
It didn't also detect my CD-RW drive. Should I set the ID of it to 3 or above for CD drive?

I would try id4 or 5, usually most save the lower numbers for HD's. Does the controller see the drive during bootup POST ?
Make sure you set transfer rate at 5Mb for the CDrom's ID or else it may have issues. Also make sure Term power is on and the cdrom is terminated.
Getting it to work from a DOS boot would be my first step 😀
