It's a 3d game most likely released in late 90s
It is like the starwars racing game series, you race on another planet similar to mars.
I remember the first level is in the morning (Light blue sky) and the second level is in the dusk time.
The first and default car you get has a max speed of 90, and it looks like a normal armored car
The second car was a long purple car
The third 'car' you unlock is a floating one, it has a max speed of 120, it's red and it is shaped kind of like this vehicle form stawars

The fourth car you unlock looks like the second one but more 'advanced' and has a different color and has a max speed of 140
On the racing field, there are pickups, I remember a pickup called "mass" and there were weapons and force shield armors.

The game is a lot similar to this game https://www.youtube.com/watch?v=rsBqhj5Zmpc

That's all I can remember and I hope I got the speeds right. Thanks in advance

No. It doesn't even fit the description like including flying vehicles and the first 2 levels being on daylight and dusk

This probably isn't it, but does it resemble the game your thinking of? Might help narrow it down
360 for PS1

Yes it does, very similar, and the graphics are lower in 360 compared to the game I want

Could it be one of the Wipeout games?

No, the races were in open spaces inside mountains and deserts, not roads or tunnels
