So I have this CPU heatsink/fan that is small enough to clear some caps right by the CPU socket on a S370 motherboard.

Only thing is, the fan doesn't have an RPM sensor and the power wire is jumpered to the RPM sensor. Will this hurt anything? Is feeding 12v to the RPM sensor on the motherboard going to damage it?

Cut it. If the fan does not report RPM, the pin should not be connected - especially not to a constant voltage.
