Right click on the app and click on "open". Usually this will result in another dialog where you can select "open" again.
Might have to do it twice.

So how are you doing this? Through dosbox you shouldn't get this message

Probably doing what all the Windows users do to mess their productive system: "Open .exe with DOSBox.exe"

You must run DOSBox, mount the folder containing cm*.exe, then run the application.

It sounds like you don't know how to use DOSBox. A new version isn't going to help you there.

Post exactly what you are trying to do with screenshots and a detailed explanation for each and mabye someone can help.

i can't get dos box to work

Read the manual.

Otherwise, here is a build of Boxer that I just made, which should hopefully be 64 bit and might run on your machine. To install games, just drag and drop them onto the Boxer window. Should be rather easy...

I have Mojave, so it will also run as 32bit with me, can't test on Catalina.

Right, Boxer is probably the easiest 😉
(I was about to suggest a frontend but this probably works better)

If it works. I could only test on Mojave. Boxer is officially not 64bit compatible I took this fork, which is supposedly 64bit compatible: https://github.com/MaddTheSane/Boxer
