They just don't put all that much on there that would break over time. I've attached pics of my Xenia Pro, targeting the radiography market, which has but four (generously specced) electolytics. On the other hand, the heatsink only contacts the main chip, everything else is uncooled. On the other other hand, that little fan is running at 100% all the time, so maybe they're counting on drafts...
(Oh and just in case someone would like to see benchmarks since there isn't much out there about these: This a 2008 card; 3dmark 06 gave me <1 fps with default settings, ~2 at minimum settings, 3dmark 2000 ran at slightly above 20. I forget the resolution, but it was low. Do not buy these for gaming, no matter how much you like the brand. They're supposed to be pretty good at displaying grayscale images at high bit depths though.)
