Probably. Most emulators are legal. The illegal part is people playing pirated games on them.

DOSBox doesn't contain copyrighted code like BIOS images or other ROMs, so it is in fact "more legal" than most emus 😀

Do I need to buy a copy of MS-DOS to be legal? OR can DOSBox work without it?

Dosbox is a dos emulator that lets you play your own dos games on a new operating sysem. You do not need ms dos though i would actually prefer running dosbox with ms dos.

While you can boot to an image of MS-DOS, you will loose access to the host system folders and drives. You will find very few incompatibilities with DOSBox's DOS for most games. I find it's not usually worth the bother to boot to a disk image of MS-DOS.
