I don't like the idea either, I'm just stating a fact.
As for your two examples, I don't know the minutiae of the law, but I'm guessing the latter would arguably be classed as derivative, however, you don't really have the authority to provide a braille translation without the prior permission of the author - I can tell you that as a translator (see, it even says so over there on the left). Like anything, though, if no-one finds out...
