Maybe around 100, give or take $10 is realistic. Unless it's some special branded collectible PC.

It depends.

The cheapest Pentiums tend to be OEM systems with proprietary motherboards and built in video and sound.

AWE64 is what $30
Motherboard which is standard AT is probably $40 without CPU or cache module.
AT Case and power supply could be $100+ depending on condition and make.
No idea what 72 pin RAM goes for these days.
Video card is common.

So, if you had to source the system it would cost you at least what the seller is asking (again depending on condition). What you have to ask yourself is if you had $200 in your pocket would you build that system or something different?

Impossible to answer this question. One person would pay $300 and others would only pay $30. Some people have more cash and less patience while others need to follow a budget and only go for good deals. Some people (like me) wouldn't want to pay for generic cases, crappy PSU, modems, floppy drives, super common S3/Cirrus Logic/Realtek VGA or clone IO cards. I don't buy complete rigs for this very reason, buying parts and building your own system is almost always a better idea.
BUT if you don't want to deal with all this and just want a working DOS rig then by all means go for it.

Max 100€ but maxed, but it's a personal thing as Mandrew pointed, for example i prefer buying pieces, hence paying less and getting only what i want and need, for the case i usually don't care, i mod them all for better airflow and when i put my mind to it i also improve the look, so for me there there's a ton of stuff i don't need.
But are you just starting? then the value goes up, you need a lot of that even if the PSU is crappy, it's a matter of perspectives and circumstances.

EDIT: I noticed you are from Japan, i have a friend in Japan and i know the retro PC market is waaaay smaller there and everything is more expensive, also shipping tend to costs more, so i can see how the price might reflect those factors.

Not 10 bucks, it means 90 to 110 dollar. 😁

I think 200 is too much as well. But if the market is that thin in Japan.... Only go for it when you really want it, like almost desperate. 😉
