Can't find anything specific for that card but maybe Cirrus' driver would work. They had a software called TVTap; maybe it's for a tuner.

There is apparently a newer version but cannot find it anywhere. It's insane how impossible it has become to find different versions of Cirrus drivers.

TVTap was used with a number of these tuner cards...the attached version (v2.04.007an) was available for the pictured Prolink PixelView PV-CL544XP+, and may work with your card...

EDIT: After comparing the dates with the one here, it seems to be v2.00.043.
