I accidentally came across this (attachment #1) when I was searching through old computer magazines for information about Video Display Interface (VDI; sometimes incorrectly referred to as Video Device Interface), which later became Display Control Interface (DCI). I had never heard of such an OpenGL implementation before and thus became intrigued. So I dug deeper and found (attachment #2) an advertising poster in the February 1994 issue of Dr. Dobb's Journal (Volume 19, #211). The same poster appears in at least the previous issue, for January.

Has anyone heard of and/or knows anything about this?

my English is broken beyond any repair, and I'm really sorry for that.

Found a list of licensees that supplied OpenGL implementations and development packages for them on various platforms (mostly related to UNIX in one way or another).

However, there was also a company that, according to the description, provided an implementation for Windows 3.1 (not NT!) - Template Graphics Software.

Additionally, the intention to release "products for Windows NT and Windows" in "early 1995" was mentioned by another company - Portable Graphics, Inc.

Numerous mentions of development cases for these products (including that one from Media Vision) can be found among the archived Usenet posts in Google Groups, but at first glance there is nothing serious there.
