You should be able to find everything you need on a Ti 4200 donor card.
C1428 is identical to the other 3 "big" capacitors around the GPU. The caps are the same on a 4200 if you need one. If you need the value of the cap, you can desolder one of the other three and measure that. The capacitor is not critical for the operation for the card though.
L809 is just a SMD coil, you can steal pretty much any other coil in the same form factor from another card. They usually have another color than caps and resistors and have 0 Ohms across. Don't mistake for 0 Ohm bridge resistors.
C115 is a bit harder, maybe you can check pictures online if it has the exact same color as C118 - then desolder and measure that one. Judging by the arrangement of the resistors and traces, it could very well be.
On top, I didn't know Quadro 980 cards came with GC36 3.6ns memory. Does it clock at 275MHz then? My two cards have GC28 memory and 325MHz memory clock respectively.
