I know that there have been some patches to allow DOS 7.10 and FAT32 to work with Windows 3.1. The problem I'm having is that disk access is still limited to 16-bits. I can't enable 32-bit disk or file access or enable a permanent swap file if the partition is FAT32.

Has anyone found a workaround for this?

This does not directly answer your question, but wouldn't creating a dedicated FAT16 partition for use as a swap drive allow you to bypass the issue ?
