Recently I managed to grab an old Samsung Syncmaster CRT monitor. It works but I cannot make it display correctly the signal from a laptop. It looks like on the attached photo: https://i.imgur.com/FjgzQ1l.jpeg

Although the resolution corretly sets to 1024x768 somehow it looks like the crt moniotor treats the black letterbox bars as a part of the signal from laptop and just squashes the whole thing into 4:3 aspect (any geometry settings involving the vertical sides of the screen does not have any effect). I tried this on both win 10 and windows XP (all through D-Sub port) but all the laptops had 16:9 matrix - may be this cause of a problem? Could there be any way around this?

No, the aspect ratio of the laptop's screen has nothing to do with it. If you output 1024x768, then it's exactly that and not a 16:9 signal with 1024x768 pillarboxed in it.
I myself use my laptop, which has a 16:10 screen, on a docking station connected to a 4:3 LCD and it works fine (it also works fine when I connect said 4:3 LCD or a 4:3 CRT directly to the laptop).

You mentioned that you got hold of that CRT recently. Have you ever seen it work properly? Since you tried multiple laptops my guess is that the monitor has a defect.

This is a very clear indication that the horizontal deflection circuit is partially broken. Even if the laptop would output a letterboxed image when you set the resolution to 1024 x 768, you should be able to change the width of the picture and correct the pincushion distortion.
