DVD drive not spinning up disks

Hi, I bought a NOS DVD drive, Pioneer DVR-A06U, and installed it into my windows 98 machine and it won't read disks. The tray opens and closes fine, but when the disk is inserted it will not spin up and the light turns off. I can right click the drive in My Computer and eject the tray & its showing under Device Manager. When I click the drive letter it say "E:\ is not accessible. The device is not ready" I tied reinstalling Windows 98 & installing Windows XP with the same results. I changed from master to slave on the Secondary IDE channel. I also updated the drives firmware.
Anyone have anymore suggestions, or is the drive dead?

Have you cleaned the laser ? Use a Qtip and window cleaner like Windex sprayed on the qtip. Do not use any alcohols as the lens is most likely plastic and it could fog it/make it worse...

No I have not opened the drive as I can still get a refund from the ebay seller.
