i've been searching for the drivers of this card, especially windows (2k).
There seems to be nothing around.

Same here! I put a syskonnect and a 3c359 in a pcie to dual-pci-riser and also a 8port t1/e1 in pcie-slot of my second proxmox machine.
Now i can run win2000 or older linux for routing packets trough my retro network with different topologies!
BTW i found a complete archive of the 3com ftp:

Everything there and the drivers are working.
edit: I also got my hands on some cheap cisco gear (2600, 7200 and 2921 router) - with all of the oldschool media cards fittet! Got the idea of the cisco-stuff by clabretro channel on yt.
Looking forward to play with this stuff!
