I have a Dell Latitude XPi CD (the Pentium MMX 166 model) and it has a problem I genuinely don't understand. If I plug a charger into it, the power indicator lights up...but the laptop itself just refuses to actually power on, like a car with a bad starter. Holding in the power switch will flash the power LED but the computer never actually kicks on, and when you release the switch it just stops trying. Power stuff like this is always my Achilles' heel so does anyone know where to start with troubleshooting this?

Don’t know if this pertains to your situation but a lot of laptops tend to have oem chargers so did your charger come with the laptop or is it one that fits.
Check if your laptop needs a specific charger.
Also read through the manual there are several power mode see if they are preventing you from booting up
