trying not join the club of the spliced cables:

is there any way to remove the glue, probably epoxy, without damaging both the fan and the card?

That looks more like a drop of heat-gun glue type, if so it should be pretty soft and malleable. (test: poke it with a toothpick)

That glue should just come off the board when pulled a bit, and definitely comes off the wires pretty easily too. I'm not quite sure what exactly it is, but it tends to have pretty poor adhesion to PCB and should come cleanly off without much force at all. Even fingernail should be enough to get rid of any leftovers that may remain stuck to the board.
